NOTED

 

Public Health officers’ introduction of the report highlighted:

  The previous JHWBS had been reviewed. There had been some improvements, such as reduction in teenage conception rates, but performance was difficult to measure in many areas.

  The successive strategy would need more specific focus and have more detailed and measurable outcomes and action plans.

  The 2019 – 2022 strategy was based on discussions with Board Members since the summer, and on public consultation, including a community event.

  There had been broad support for the vision.

  Members were encouraged to provide feedback and comments.

  Patricia Mecinska highlighted the report by Healthwatch Enfield set out from page 77 in the agenda pack, and that the organisation had been keen to be involved and had utilised their annual conference for conversation and feedback with the community. The re-focused priorities were welcomed, as well as the strong recommendation that mental health had more focus in the new strategy.

 

IN RESPONSE comments and questions were received, including:

1.    There had not been resistance expressed to expanding smoking bans, and Bindi Nagra recommended that measures to introduce more no-smoking areas would receive support, and that bold ideas should be discussed and convention challenged. A number of potential actions were discussed for being smoke-free.

2.    In response to a query on how the strategy linked with the Local Plan, for example to encourage exercise, it was confirmed that the Board had an input into the Local Plan, and that a health assessment was being carried out in respect of the Meridian Water development. There was also a proposal that Board membership be expanded to include representatives for Housing, Regeneration and Planning.

3.    Parin Bahl’s comments that the strategy included priorities which had the support of local people, and which came from data and evidence.

4.    Members emphasised the need for joined up thinking and that recommendations had to work practically for people. The strategy could appear simple, but this was a transformational opportunity for the Council and its partners.

5.    In respect of increasing activity, the participation in Park Run was discussed, and introduction of Junior Park Run, as well as encouraging more schools to participate in ‘daily mile’ or running initiatives. Distance markers along routes to / from stations or bus stops or parks were also suggested. It was important to make physical activity part of everyday life, and without financial cost.

6.    Patricia Mecinska’s comment that people had knowledge about what to do to be healthier. The biggest challenge was going to be changing people’s habits. Many solutions of what could practically be done were cheap or free, and would help alleviate social isolation, such as gym buddy systems, first timer sessions and group activities. RECEIVED the update report from Stuart Lines, Director of Public Health.

 

NOTED the verbal update from Harriet Potemkin, Strategy and Policy Hub Manager, that the proposal was to begin the consultation before Christmas and any further amendments to the survey would be circulated to all Board members.

 

AGREED that Health and Wellbeing Board:

(1)  Confirmed their agreement for launching the public consultation to run from December 2018 through to the end of February 2019;

(2)  Noted the request to promote the consultation across their organisations and with service users;

(3)  Noted the request to confirm whether their organisation can work with Healthwatch to co-design their annual conference in February to further consult on the strategy.

RECEIVED a discussion paper and a slide presentation from Harriet Potemkin (Strategy and Policy Hub Manager, LBE).

Harriet Potemkin’s presentation highlighted:

?  The themes and approaches had been discussed at the development session in July.

?  The new strategy centred on behaviour change, focussing on a small number of behaviours known to have the biggest impact on health outcomes, and followed the 3-4-50 concept. This approach was supported by evidence in Enfield, and would also tackle health inequality.

?  There was also expected to be a positive impact on mental health as it was closely connected to physical health.

?  The vision was to make the healthy choice the first choice, with the focus on the three behaviours: being smoke-free; having a healthy diet; and being active.

?  Members were asked to consider the suggested strategic priorities in advance of a public consultation.

 

IN RESPONSE comments and questions were received, including:

1.    Members were happy that the development session discussions had been successfully captured in the proposals.

2.    Delivery of the plan was to be the responsibility of the Board.

3.    Adopting the Health in All Policies (HiAP) approach was important, within members’ organisations and in their commissioning decisions.

4.    There had been some improvements in some outcome measures shown as ‘below national and/or have worsened since 2014’, particularly the Learning Disability Health Check where the CCG was now one of the top performers nationally, and the table should be corrected.

5.    There should be a clear summary page of priorities and actions, and the emphasis should be about the people and communities of Enfield and their empowerment. Messaging should be targeted and direct. A simple narrative was good for communication. The strategy should be simple, deliverable and measurable.

6.    The current strategy ends in March 2019 and the new JHWS would begin in April 2019. A 12-week public consultation was intended beginning at the start of December, with the results to be brought back to the Board. Board members requested the presentation to be circulated, and the proposed public consultation to be provided by email for comment and approval.

 

AGREED that Health and Wellbeing Board:

(1)  noted the progress on the proposal for a new Enfield Joint Health and Wellbeing Strategy 2019 onwards;

(2)  agreed to receive the proposed public consultation for comment and approval via email.

RECEIVED the report of Stuart Lines Director of Public Health, on progress on Health and Wellbeing Board Monitoring areas for 2017-19 and the Annual Review of key indicators.

 

NOTED

Stuart Lines introduction of the report highlighted:

·         This is a regular item within the Board Meetings, with the priority areas being Best start in Life, Healthy Weight and Mental Health resilience

·         Continue to support ongoing partnership with Thrive LDN in mental health resilience

·         Awareness of emotional health and wellbeing resilience to other HWB priorities

·         HWB member organisations to sign up to Sugar Smart Enfield and Enfield CCG and LBE to offer more accessible places locally for initial assessments, and group intervention sessions regarding diabetes prevention

·         Continue to progress the Best Start in Life Action Plan

·         Monitoring the VAWG Strategy Action Plan

·         Progressing an audit of how Enfield is meeting NICE guidelines on domestic abuse

·         Supporting future cancer awareness campaigns and to facilitate/encourage bowel scope launches for Enfield residents

·         Season Flu vaccination performance have improved in 17/18 across all NHS providers and will continue to support flu vaccination uptake and campaigns

RECEIVED the report of Tessa Lindfield (Director of Public Health).

 

NOTED

 

Tessa Lindfield’s introduction of the report highlighted:

?  Miho Yoshizaki was thanked for putting the report together and everyone thanked for their contributions. A full set of indicators was on the Healthy Enfield website.

?  The Best Start in Life sub group was preparing submissions for the January development session and the February Health and Wellbeing Board meeting.

?  The Violence Against Women and Girls Strategy would be brought back to Health and Wellbeing Board.

?  Excellent progress was noted in respect of housing for vulnerable adults.

 

IN RESPONSE comments and questions were received, including that there was some concern regarding under take-up of flu vaccination, and its importance should be better communicated.

 

AGREED that Health and Wellbeing Board:

(1)  noted the progress on HWB monitoring areas;

(2)  considered how it wished to support the HWB priority areas within their own and partner organisations.

Tessa Lindfield’s introduction of the report highlighted:

?  This was a regular report to Health and Wellbeing Board, updating on the agreed priority areas.

?  Flu vaccination uptake would be given attention as performance last year had fallen.

?  A Thrive LDN workshop was scheduled in Enfield on 8 November to deliver the priority of mental health resilience.

?  Tessa Lindfield would be interested in members’ feedback.

 

IN RESPONSE comments and questions were received, including:

1.    In respect of the Best Start in Life focus area, it was confirmed that there was a task & finish group considering this, led by Stuart Lines, which would report to the HWB development session in January 2018.

 

AGREED that Health and Wellbeing Board noted the progress on HWB monitoring areas, and supported the HWB priority areas as set out in the report.

NOTED

 

Tessa Lindfield’s introduction of the report highlighted:

?  The three Health and Wellbeing Board top priority areas were confirmed, and proposals put forward for their support. A workshop was proposed on each: Best Start in Life, Mental Health Resilience; and Healthy Weight.

?  There would also be collaboration on Domestic Violence, and enhanced monitoring of several areas.

?  This was the first regular report to Health and Wellbeing Board on performance against the priorities.

?  Attention was drawn to challenges that Health and Wellbeing Board may be able to assist with resolving.

?  Members were encouraged to champion Healthy Weight by promoting one healthy behaviour each within their own and partner organisations.

 

IN RESPONSE comments and questions were received, including:

1.    In respect of measuring success, the full data sets were available on the website and were updated quarterly. There was also benchmarking against neighbours. A further report would be made to the Board meeting in September.

2.    Councillor Fonyonga was keen for Health and Wellbeing Board to drive the priorities forward and that members make commitments and report back to the next meeting to indicate progress. Members could work together to add value. Suggestions may be brought to the Health and Wellbeing Board development session.

 

AGREED that Health and Wellbeing Board:

(1)  noted the progress on HWB monitoring areas;

(2)  considered how it wished to support the HWB priority areas within their own and partner organisations;

(3)  supported conducting an annual ‘Staff Health & Wellbeing’ survey, as part of the re-accreditation in respect of London Healthy Workplace Excellence Award.
