Minutes:

It has been a period of many meetings, some more constructive than others.

Hate Crime Case Management Panel has struggled to cope with the 49.5% increase in overall reports, most of the increase is racist and religious with a 15.5% increase in homophobic reports. The last two Case Management Panels have had to be postponed as the case were not made available on time. The Chair and Erica Crawshaw will liaise outside the meeting on this

I have attended two LCP² zoom meeting this period, at the second we heard about the introduction of BCU Police Encounter Scrutiny Panels and the changes in the way CAPE’s would set their priorities (formerly promises). I hope we will hear more on that later.

 

The Hate Crime Executive has met twice this period and Crime Scrutiny took place in March.

 

Safer & Stronger Community Board meet virtually in April.

 

The North Area Violence Reduction Group has met twice with Janet Marshall and I attending the first and Janet only attending the second meeting.

I thought the CAPE Chairs meeting with Erica Crawshaw went well and was informative, but I feel Friday night wasn’t the best time to get a good attendance.

 

Chase CAPE had our first virtual Teams meeting where I met our new DWO, the meeting was well attended. Highway still hasn’t met since the start of Lockdown1.

 

The successful groups awarded grants by Enfield SNB received their money in December. Covid restrictions are causing challenges in delivery of some of the projects. We are still awaiting a decision about next years funding, although I have to say it looks unlikely to continue. As part of our evaluation of projects funded last year, I went out with Love Your Doorstep after school patrol in Enfield Town and they clearly had good links with the local police as well as local school children.

 

CCTV Update

When all lockdown restrictions are lifted on the 21st June, the CCTV inspections will be able to recommence.

 

Sheila Stacey will be stepping down and handing the reins over to Janet Marshall who will liaise with Darren Woods and his team and report back to the SNB. Tim Fellows and Carole Shuttle have also stepped down.

 

The new team will be Janet Marshall, Vicky Dungate & Lorna Logan as inspections will be limited to 1 individual who will have to adhere to current or new guidelines that will be in place.

 

Sheila expressed her thanks to Tim & Carole for their contribution and also Darren Woods and his team for all their hard work in preventing and detecting Crime in Enfield and I wish them continued success for keeping Enfield safe.

 

Stop & Search Monitoring Group

Christine Whetstone advised that there is a new approach to Stop and Search in Enfield. A new inspector has taken over who is very enthusiastic. Examination of crime statistics received:

·         Current and planned police operations

·         Target establishment on CAPE’s (including staff changes, vacant posts, anticipated timelines for replacement, etc)

·         Ward-based stats

·         Response Times, both I & S calls in Enfield and Haringey

Minutes:

Superintendent Chris Jones, Acting Chief Inspector Erica Crawshaw and went through the report in the agenda pack. The following was highlighted:

 

·         The report includes details of weapons taken off the streets, a local overview, basic crime statistics and I & S calls

·         Operation Boxster has been reinvigorated and a new team has now started. The report highlights some of the work undertaken.

·         Over the last couple of nights, a significant arrest has been made of a male who was in possession of a loaded firearm. The team is also looking at coercive control behaviour. A significant arrest has been made for coercive control relating to prostitution. There is a mixture of sex workers in the area; some are class A drug dependent, and some have been trafficked through organised crime.

·         In the period 15 March to the 11 April the team have made 10 arrests, conducted 49 Stop & Searches and completed 30 Intel Reports. The Intel Reports are fed into the wider structure to build a bigger intelligence picture.

·         The pack included images of items that had been seized through Operation Boxster, the Safer Estates Team, the Safer Schools team and through weapons sweeps with the volunteer police cadets.

·         Safer Estates Team, Erica Crawshaw is now the acting Chief Inspector for Neighbourhoods and have also recruited a sergeant to the team. During the last three months the team have carried out 120 Stop & Search, 49 arrests and a large quantity of Heroin, cocaine and Cannabis, over £10,000 of assets, three firearms and 22 weapons have been seized.

·         Project Taipan is linking the drugs intelligence from communities, trying to win trust and confidence back from members of the community who may have provided information in the past on drugs and did not feel that is was being joined together properly or exploring all routes of enquiry. This is working very well linking intelligence across Enfield and Haringey.

·         Safer Schools is going through a transition period at present due to a rotation of staff. There has been a huge intake of staff which has presented challenges in respect of experience levels and ensuring that the new officers have guidance and support. This has also released a lot of experienced officers who had been accepted for specialist roles and were waiting for replacement officers so that they could be released. Schools for the last month and a half have had their numbers reduced. However, by the 26 May all posts will be filled again with officers who have committed to at least a school academic year. The work undertaken is detailed in the report. Coming out of lockdown there is an increase in wellbeing and child and adolescent mental health, but also some disclosures around sexual exploitation and sexting, amongst others which had been bottled up with young people now having the opportunity to speak to a trusted adult.

ANY OTHER BUSINESS

Minutes:

Alok Agrawal requested information on the suggestion Constitution and Agenda for CAPES. This was a previous SNB agenda item and was agreed that this will emailed to him.

full Council in May 2020.
