Minutes:

Apologies for absence were received from Councillors Brett, Hasan, Hayward and Karakus.

Members are asked to declare any disclosable pecuniary, other pecuniary or non pecuniary interests relating to items on the agenda. 

Minutes:

Jeremy Chambers, Director of Law and Governance/Monitoring Officer, announced a dispensation for all members relating to the NHS.

 

At this point in the meeting, Councillor Ayfer Orhan announced she had resigned from the Labour Party with immediate affect.

Notice has been given of the following motions:

 

1.            Motion 1 in the name of Councillor Laban: 

 

“Enfield Council has no confidence in this Labour Administration”.  

 

2.            Motion 2 in the name of Councillor Caliskan

 

“Enfield Council notes:

 

1.     The incredible dedication and hard work of health workers during the coronavirus pandemic, including those who work in our two local NHS hospitals: Chase Farm Hospital and North Middlesex Hospital.

2.     That in marking International Women’s Day on 8th March, we paid tribute to female NHS staff who make up 77% of the total workforce.

3.     That the Government’s 1% pay offer to health workers would see them receive a settlement that is in reality a real-terms cut to their pay.

4.     That the 1% pay increase does not reflect promises made by Government to value and support NHS health workers.

 

Enfield Council:

 

1.     Believes there should be a far more generous pay settlement that includes a clear pay rise for NHS workers.

2.     Supports the British Medical Association (BMA), UNISON and the Royal College of Nursing (RCN) in their condemnation of the 1% pay offer from the Conservative Government.

3.     Will join others in lobbying the Government including all affiliated unions in their campaign to improve the pay of NHS workers.

4.     To ask our local MPs to call on the Government to deliver fair pay for NHS workers.”

 

3.    Motion 3 in the name of Councillor Michael Rye

 

“Enfield Council will retain Whitewebbs golf course for public use, recognizing the important benefits this provides in supporting physical fitness, tackling obesity and in maintaining good mental health.”

 

 

4.         Motion 4 in the name of Councillor Susan Erbil

 

"Enfield Council sends our heartfelt condolences to the family and friends of Sarah Everard, who was tragically murdered earlier this year.

 

Sarah's death has resonated deeply because so many women know the fear of walking home at night and many have told their own personal stories since.

 

Women across London and beyond have spoken out against the violence that women and children continue to experience every day.

 

Over 50% of victims of violent crime in the last 3 years are women. Violence against women is not a rare occurrence.

 

Enfield Council urges the Metropolitan Police to listen to the strength of feeling in our communities on this issue.

 

Enfield Council also urges parliamentarians to speak out against the government’s Police, Crime, Sentencing and Courts Bill, as it does not adequately tackle violence against women and girls.

 

Enfield Council will continue to work to deliver on the objectives outlined on our own Violence Against Women and Girls Strategy, and we will regularly review our approach to better protect and support women and girls in the borough."

Councillor Stewart moved a procedural motion to change the order in which motions are taken to Motion 2, 3, 4 and 1.

 

Councillor Hockney raised a point of order as the purpose of the meeting was to hear Motion 1 and asked whether this is a breach of administrative law. Jeremy Chambers, Monitoring Officer, informed the Council that the Council’s Procedure Rules allow for the order of business to be changed and that Councillor Stewart’s Motion was procedural.
