Council response

Response sent to lead petitioner
The roads and parking areas within the residential (gated) section of Pickard Close, Southgate, are not part of the public highway. Hence they are not controlled by the Council but by the management company which owns the road. It is on this basis that the development would have been granted planning permission by the Council when first approved. Signs posted at the site make clear the status of the road and the parking regime that is in force.

The Council would expect that prospective residents would be advised of the parking arrangements by the agent or owner before they move in; and that such individuals would then make the necessary arrangements thereafter for the storage of any vehicles they wish to keep at the location. Residents of Pickard Close benefit from the privately managed parking controls in that they deter parking by the wider public and allocate spaces amongst residents. The fact that there are only enough parking spaces for one per property is a drawback that individuals must consider before taking up residence. For these reasons it would not be appropriate for the Council to intervene in the parking arrangements as the petitioners request. Residents are advised, instead, to address their concerns to the management company and to continue to adhere to any pre-existing parking conditions stated within their residency agreements.
