Further to the information included in the agenda pack the following was highlighted:

·         The burglary figures in the pack go up to the end of November and show an increase of 23.3%, going up to the end of December the increase has reduced to 18.8%. Normally would have expected to see a seasonal rise.

·         The contract for Met Trace ends in April.

·         The police are looking to set up Partnership Problem Solving Group at a neighbourhood level. This is still at a very early stage, looking at who would be part of this other than the police and the council and able to contribute with the relevant skills.

·         Prostitution remains a priority in Upper Edmonton, lots of work is being undertaken, still using vehicle with anti-kerb crawling message. The focus is on kerb crawling and those who mind of control the prostitutes.

·         Work is being undertaken with McDonalds in Fore Street Edmonton; this includes council officers. Sadly, there has been a repeat of a previous incident today.

·         A10 speeding and car park meets at the retail park remain a priority. The police have been working with managers of the retail units, locking the gates has made a difference. Speeding from Southbury to the M25 is a priority for Traffic, better communication would be helpful on actions being undertaken.

·         Robberies in Enfield Town have received lots of social media attention. There were 10 police officers on duty at the end of last week beginning of this week, which has helped create a visible presence.

·         Serious Youth Violence remains the Mets number one priority

·         Members queries with the shift patterns as officers seem to be on and off at the same time. This is an issue that has also previously been raised as a concern. Erica advised that this allows officers to come together and be effective and provide an enhanced presence. Should there be large gatherings more than 2 police officers would be needed. However, the concern was noted.

·         There has been an increase in begging on the street in Enfield Town and other areas. The Public Protection Space Order states the behaviour must be aggressive and intimidating, but the word nuisance is also used. The police must provide a proportionate response, some are genuinely homeless, and some are part of serious organised crime gangs.

·         A member of the public said they were concerned that neither Southgate Green or Bowes was mentioned given there has been a fatal break in, speeding on the A406 and retail parks, prostitution and drug dealing. In response advised burglary is a priority in Bowes, all crimes must be reported so the police are aware and the DWO should be able to deal.

·         A further query was raised on a drop in one-hour event at the Dugdale Centre as part of the police’s enhanced contact centre sessions which was staffed by officers from Enfield Lock and tweeted on their twitter page. Summary:

 

·       Total Notifiable Offences in Enfield have increased by 11.1% in the year ending 12th September 2018. In London, there were smaller increases of 3.2% in the same period

·       Residential Burglaries in Enfield have seen a large increase of 29.4% in the year ending 12th September 2018, compared to the previous year. In London, there was a smaller increase of 20.3% in the same period

·       Serious Youth Violence had decreased slightly in Enfield by 0.8%, compared to the same time the previous year. In London, there was a smaller increase of 1.1%

·       Almost half of Knife Crime with Injuries in Enfield were victims under the age of 24 in the year ending 12th September 2018

·       Domestic Abuse Violence with Injury accounted for 11.5% of all Violence Against the person offences in Enfield and just over 1/3 of all Violence with Injury offences

·       ASB (Anti-Social Behaviour) calls have decreased in Enfield in the last year by 6.7%, compared to the previous year.

 

Serious Youth Violence:

 

·       There have been 380 Serious Youth Violence offences to the year ending 12th September 2018, compared to 383 the previous year, a decrease of 0.8%. During the same period, London has experienced a small increase of 1.1%, recording 7962 offences, compared to 7878 offences in the previous year

·       Enfield has the 3rd largest youth population in London (ONS Midyear estimate 2017), of which young people aged 10 - 19 years old represent 12.5% of the whole population. This equates to 9 Serious Youth Violence victims per 1000 population aged 10 -19 in the last year, making Enfield the 10th highest in London.

 

Knife Crime:

 

·       In the year ending 12th September 2018, Knife Crime had increased by 15.9% in Enfield, compared to the same time last year. Knife Crime in Enfield remains high and is currently above London, which recorded a smaller increase of 8.9% in the same period. However, Knife Crime offences in Enfield have continued to fall since June this year. The proportion of Knife Crime Injury Non-Domestic Abuse victims under 24 years old account for nearly half of all Knife Crime Injury victims in Enfield

·       Since the beginning of this year Knife Injury victims under 24 have remained relatively high recording 9 or above each month to June 2018, with February 2018 recording the most victims. However, since July 2018 numbers have significantly decreased, with July and August recording 5 victims or less.

 

Violence Against the Person

 

·       There have been 8152 Violence Against the Person offences in Enfield in the year ending 12th September 2018, compared to 7557 offences the previous year, an increase of 7.9%. In London, there was a greater increase in the same period, recording 257556 offences, compared to 244766 offences in the previous year an increase of 5.2%

Where are gun crime offences taking place?

 

A.

There has been an increase in gun crime (Gang activity). Overall numbers are still low, social media playing a big part in recruitment.

Is the presence of police carrying tasers effective?

 

A.

A.

Recorded Crime

 

Neil Billany (Chief Inspector) went through the total crime figures.

Burglary – 12 officers currently in the burglary task force, good statistics this year

 

B.

Anti-Social Behaviour (ASB) Figures

 

ASB figures from 1st January 2018 – 1st March 2018 showed a decrease from the previous 3 months with a 134 ASB calls less this year, pattern is good.

 

C.

Public Confidence & Victim Satisfaction (January 2018)

 

Overall, satisfaction has now improved to 18th from 29th, burglary crime is now 17th from 18th (worsened), vehicle crime 7th from 21st which is a big improvement and finally hate crime ranked 23rd from 31st which is also an improved level of satisfaction from last month’s data.

 

D.

Stop & Search

 

Section 60 (searching without grounds) is being used in Enfield following the recent murder. Nationally stop and search has fallen, hence the fluctuation in charts.

 

E.

MPS Comparisons

 

Enfield sits on the top half of the chart with a search volume of 355, weapon search rate of 17.5%, ASB search rate of 62%, outcome rate of 32.7% and arrest rate of 20.6%
