Urgent Question 1 to Councillor Ian Barnes, Deputy Leader of the Council

 

Now that the Rt Hon Boris Johnson, Prime Minister has set out the government`s road map to end lock down restrictions, could the Deputy Leader of the Council confirm that all the Borough`s Libraries will be open in the week beginning 12th April especially to support catch up learning by young people in Enfield?

 

Reply from Councillor Barnes

 

“The four flagship libraries have remained open during this last lockdown, operating 6 days a week. We have not received guidance from DCMS around the 12th April legislation. We will respond with a phased reopening plan for our libraries once we have this legislation, the DCMS guidance and advice from the professional body for libraries. The opening of libraries will be done in a way that is safe to do so for the staff and the public.”

 

Reason for Urgency: The Prime Minister announced his road map out of restrictions after the submission deadline for questions.

The question was urgent because events had come to light since the deadline for questions had passed. The question related to Cllr Brett being dismissed, in a clandestine manner, from the Cabinet.

“Would the Leader of the Council explain why she has removed Cllr Brett as the Cabinet Member for Public Health and who has the leader appointed as the new Cabinet Member for Public Health?”

 

Written Response from Councillor Caliskan

 

“I wrote to Jeremy Chambers on Friday 16th November to inform him that I was removing the Cabinet Member for Public Health from her post from immediate effect. I did not appoint anyone else to replace her. I stated at the time that I intended to reappoint the same Councillor within two weeks. In the meantime, I have taken responsibility for the Public Health portfolio.

 

The reason for my decision is that our Cabinet operates on the basis of collective positions and confidence. I take the integrity of the Cabinet Structure of the Council to be very important.”

“Over the last 2 days there have been reports that the Syria army will now join Kurdish forces to repel the Turkish offensive in Afrin, Syria. The Syria war continues to escalate, risking even more deaths in a country that has already been torn apart since 2011. Many residents in Enfield have Kurdish and Alevi heritage. They are deeply concerned about the situation in Syria and the plight of the Kurdish people. 

 

Will the Leader of the Council write to the Foreign Secretary to ask what action the British Government is taking to help de-escalate the situation in Northern Syria?”

Question 1 (Autumn Budget and Public Sector Pay Cap) from Councillor Levy to Councillor Taylor, Leader of the Council

 

Would you agree that the Government does not value public sector workers? 

 

Reply from Councillor Taylor 

 

Yes. However this administration will continue to ensure that we recognise the vital contributions of public sector workers while also ensuring that services are affordable to taxpayers.  Public sector workers will be valued. 

 

Question 3 (Cuts to Children’s Services) from Councillor Abdullahi to Councillor Taylor, Leader of the Council

 

What is the scale of the challenge? 

       

Reply from Councillor Taylor

 

Councillor Taylor responded by saying that politics was a choice.  The government chose to spend money on cuts to the bank levy, while children’s services had a £2 billion funding gap and there were 70,000 young people in care under child protection plans.  This was not a good start for children, and cutting banking costs would not be something I would support. 

 

Question 4 (£12.50 Charge for older vehicles when accessing services at North Middlesex Hospital) from Councillor Laban to Councillor Taylor, Leader of the Council

 

When were we likely to see the Council’s response to the consultation on the proposed ULEZ (Ultra Low Emissions Zone) expansion to the North and South Circular roads?  

 

Reply from Councillor Taylor 

 

A response is being prepared and will be available in the near future. 

 

Question 6 (Reduction in Local Implementation Plan funding) from Councillor Laban to Councillor Taylor, Leader of the Council

 

Council Laban thanked Councillor Taylor for his response, but asked do you agree with the Cabinet Member for Environment that this is a kick in the teeth for the borough and will be a problem going forward. 

 

Reply from Councillor Taylor:

 

Councillor Taylor replied that this was not language that he would use and he could not agree.  He suggested that Councillor Laban ask Councillor Anderson direct. 

 

Question 7 (Local Government Finance Settlement) from Councillor Simon to Councillor Lemonides, Cabinet Member for Finance and Efficiency

 

Would the Cabinet Member agree that although Enfield staff were doing a fantastic job with less and less resources, this was becoming increasingly difficult, and services needed more funding? 

 

Reply from Councillor Lemonides

 

Councillor Lemonides replied that yes he would agree.  Enfield had lost 40% of the staff since 2010.  He thought that it was ridiculous to think that the Government could continue cutting, (this administration had found efficiencies and innovative ways of working) but still think that Councils could find more money through efficiencies and by raising the Council Tax.  The Council could not continue to cut services.  It has made over £200m worth of savings with a further £35m to come.  Eventually there would be no money left, nothing to spend on things such as  ...  view the full minutes text for item 12

The Mayor reported that she had received one question after the ordinary deadline for the receipt of questions for Council.  On the advice of the Monitoring Officer, the Mayor had determined that the question did not meet the Council’s urgency provisions and could therefore wait to be considered at the next Council meeting.

Question 1 (Money Spent on Artificial Intelligence) from Councillor Laban to Councillor Lemonides, Cabinet Member for Finance and Efficiency

 

Councillor Laban thanked Councillor Lemonides for his question and asked when we could expect Amelia to be alive? 

 

Reply from Councillor Lemonides

 

Councillor Lemonides replied that the money spent so far was initial expenditure, the start of a long journey, a process of modernisation and transformation.  Work was ongoing.  When it was fully implemented it would be appraised and a cost benefit analysis would be carried out. 

 

Question 2 (Government’s Budget Statement) from Councillor Abdullahi to Councillor Taylor, Leader of the Council

 

Councillor Abdullahi asked for Councillor Taylor’s view on the budget? 

       

Reply from Councillor Taylor

 

Councillor Taylor responded by saying that what the budget demonstrated, was what the Labour administration has been saying since 2010, that this was a Government that had hard wired austerity into its fiscal policy and created disaster for the country.  He felt that there was nothing of any real worth for local government, nothing on social care, but there was £3 billion for BREXIT. 

 

George Osbourne, when Chancellor of the Exchequer, had been going to eliminate the deficit, by 2020.  Last year the deficit was £24.4 billion and this year it has risen by a further £4 billion.  The impact of this on Enfield would be that house prices would rise, wages in public sector would stagnate and prospects for growth would be downgraded.  Prices are increasing. The future for residents of the borough is bleak.  They will have to work longer and get paid less.  Although the Chancellor has said that there is no unemployment, which is good.  The only good news is that this is another nail in the coffin of the Government.   

 

Question 3 (Parsonage Lane Housing Improvement Scheme) from Councillor Laban to Councillor Oykener, Cabinet Member for Housing and Housing Regeneration

 

Councillor Laban asked as the question suggests we approach the 80th week of a projected 23 week housing scheme, which many residents have had enough of.  She said that there had been talk about the charges leaseholder’s will face and that this will be an increase on 3 months ago.  In the light of the fact that we have put financial penalties on United Living, she asked for a commitment, from the Cabinet Member, that the leaseholder charges when they get sent out will be final, as there have been discrepancies and different amounts have been  ...  view the full minutes text for item 15

Question 1 (Edmonton Green Library Refurbishment) from Councillor Abdulahi to Councillor Orhan, Cabinet Member for Education, Children’s Services and Protection

 

Councillor Abdullahi asked whether the Cabinet Member would be inviting all councillors from both sides to the re-opening of Edmonton Green Library.    

 

Reply from Councillor Orhan

 

Councillor Orhan replied that all councillors from both sides would be invited and she would be honoured if the entire council would attend the re-opening of the refurbished Library.  

 

Question 3 (Boyfriend Material Campaign) from Councillor Doyle to Councillor Fonyonga, Cabinet Member for Community Safety and Public Health

 

What warning signs do you flag to young women in the campaigns?

“The common warning signs include jealous and possessive behaviour, if he knows different ways to hit you that won’t show, if the problem isolates you from family and friends”. 

 

Question 4 (Mayor of London’s Plans for Police Front Counters) from Councillor Laban to Councillor Fonyonga, Cabinet Member for Community Safety and Public Health

 

Councillor Laban asked why will not Councillor Fonyonga join me in condemning the Mayor of London’s plans to leave just one police front counter in Enfield.  Policing in London is the responsibility of the Mayor, not the Government.  How can it be fair that Enfield has the same number of police counters as Islington?”

Councillor Fonyonga said that you can talk about how the Mayor chooses to slice the cake but when the Government refuses to give enough cake, that is to provide sufficient funding for the Metropolitan Police Service, then you are talking about a share of nothing. 

 

Since 2010, because of lack of funding from Central Government, the Metropolitan Police has had to make cuts of £600m, with a further £400m demanded by 2020. There is not enough money to allow the Metropolitan Police to provide all services. The priority therefore has to be providing enough police officers to protect our streets.

 

Question 6 (Disposal of Enfield Town and Southgate Police Stations) from Councillor Laban to Councillor Taylor, Leader of the Council

 

Council Laban asked what has the Mayor done for Enfield, since being elected, that makes it impossible for Leader of the Council to join her in writing a letter in response to the Mayor’s MOPAC (Mayor’s Office for Policing and Crime) Consultation?  She felt that the Mayor had a choice about how many police counters he had in each borough and asked why he had chosen to give Enfield the same number as Islington?
