The Mayor acknowledged that Councillors had received written advice on declarations of interest from the Monitoring Officer prior to the meeting in relation to the setting of the Council tax base.

 

The following Councillors declared pecuniary and non-pecuniary interests in the following items:

 

Item 6 – Opposition Priority Business on Protecting Enfield’s Green Spaces – Cllrs Julian Sampson, Joanne Laban, Doug Taylor and Emma Supple were a member of an Enfield Golf Club and so declared a non-pecuniary interest in this item.

The Monitoring Officer had circulated some helpful advice on declaring interests in advance of this meeting.

 

The following Councillors declared non-pecuniary interests in the following items:

 

Item 6 – Cllr Sabri Ozaydin as a director of Housing Gateway Limited.

 

Items 8, and 9 – Cllr Doug Taylor as a director of Energetik.

 

14.2 – Motion on Enfield golf courses and clubs – Cllr Laban had a keen golfer in the family, Cllr Julian Sampson is a member of an Enfield golf club, Cllr Skelton is a member of an Enfield golf club, Cllr Supple is a member of an Enfield golf club, Cllr Taylor is a member of an Enfield golf club.

 

14.3 – Motion on the Armed Forces Covenant – Cllr Grumi is a member of the Royal British Legion.

 

14.7 – Motion on sewage discharges into rivers – Cllr Doug Taylor is employed by Consumer Council for Water.

Members of the Council are invited to identify any disclosable pecuniary, other pecuniary or non-pecuniary interests relevant to the items on the agenda.

Minutes:

The Director of Law and Governance read out a statement on the declaration of interests requirements in relation to agenda item 6 – Budget Report 2023/24 and Medium-Term Financial Plan 2023/24 to 2027/28.

 

The director advised that members had been given an advice note on this issue and that there was no requirement for members to declare a disclosable pecuniary interest in relation to item 6, the exception to this being any councillor who is two or more months in arrears of their Council Tax, in which case they should declare this and not take part in the vote. The director advised that according to the Council’s records there were no members with any such outstanding arrears, but that the onus was on members to make the declaration, if necessary.

 

The director also clarified that no councillors would be affected in relation to item 7 – Council Tax Support Scheme for 2023/24.

 

In relation to some ‘Frequently Asked Questions,’ the director advised that if members were appointed directors to Council-owned companies mentioned in reports, they should declare the interest, but it was not a pecuniary interest, and they would not be prevented from taking part in the vote. If members or their relatives worked for the NHS, it was unlikely there would be a sufficient personal interest to require a declaration in respect of agenda items this evening, but it was for members personally to consider their interests.

 

The following Councillors declared non-pecuniary interests in the following items:

Item 11 – Cllr Joanne Laban declared an interest as a member of the National Joint Council (NJC) on the employer side.

Item 6 – Opposition Priority Business on the Future of Whitewebbs – Councillors Andrew Thorp, Andy Milne, Thomas Fawns, Doug Taylor, George Savva, and Sinan Boztas as season ticket holders of THFC, and Councillor Chris Dey as a close family member had a THFC season ticket.

 

Item 7 – Treasury Management Mid-Year report for 2022/23 – Councillor Sabri Ozaydin as a director of Housing Gateway and Councillor Doug Taylor as a director of Energetik.

 

11.1 – Motion on England Lionesses – Councillor Andy Milne, whose daughter has been selected to represent the Lionesses U18 Team.

 

11.2 – Motion on Crossrail 2 - Councillor Ruby Sampson as she works for the Railway Industry Association.

 

11.6 – Motion on Squirrel Scouts 1st Birthday – Councillors Andrew Thorp, Chris Dey and Emma Supple due to their involvement with the Guide and Scouts Association, and Adrian Grumi due to his involvement with the Army Cadets.

 

11.7 – Motion on ULEZ – Councillors Alessandro Georgiou and Ergin Erbil as they work for the Greater London Authority.

 

11.9 – Motion on Traffic calming measures in Grange Park ward – Councillors Ruby Sampson, Andy Milne, Julian Sampson as they live on one of the roads mentioned in the Motion.

 

11.15 – Motion on People with Autism in the Borough – Councillor James Hockney has a member of his family with Autism.

 

11.16 – Motion on NHS – Councillors Chamberlain and Yuruk as they have a family member who works for the NHS; Councillors Hannah Dyson, Elif Erbil, Nicki Adeleke and Nawshad Ali as they work for the NHS; and Councillor Tim Leaver as he is on the board of Governors for the Royal Free.
