WELCOME AND APOLOGIES FOR ABSENCE

1.    Councillor Boztas (Chair) welcomed all attendees to the meeting, which was being broadcast live online. Committee members confirmed their presence and that they were able to hear and see the proceedings.

2.    There were no apologies for absence.

DECLARATION OF INTEREST

1.    Councillor Doug Taylor declared a non-pecuniary interest as he was one of the ward councillors for Ponders End Ward.

2.    Councillor Susan Erbil declared a non-pecuniary interest as she was one of the ward councillors for Ponders End Ward.

3.    Councillor Michael Rye declared a non-pecuniary interest as he was one of the ward councillors for Town Ward.

RECOMMENDATION:  That the Head of Development Management/the Planning Decisions Manager be authorised to Grant Planning Permissionsubject to planning conditions.

WARD:  Town

Minutes:

NOTED

 

1.    The introduction by David Gittens, Planning Decisions Manager, clarifying the proposals.

2.    Planning permission had been granted last year by the planning committee for a single storey rear extension currently under construction. The applicant now seeks to regularise the addition of a canopy to the rear of the property which was added without planning permission.

3.    Members commented that this was a standard application that would normally have been dealt with under delegated powers. There had not been any objections by residents and the committee were happy to approve.

4.  The unanimous support of the Committee for the officers’ recommendation: 11 votes for.

 

AGREED that planning permission be granted subject to conditions.

RECOMMENDATION: That planning permission be Granted subject to conditions.

WARD: Ponders End

Minutes:

NOTED

 

1.    The introduction by Gideon Whittingham, Principal Planning Officer, clarifying the proposals.

2.    Members debate and questions responded to by officers’.

3.    The committee’s concerns and comments included the following:

·         The loss of 1 mature tree and replacement of 3 saplings was not sufficient and more trees were needed to soften what will be a hard standing for vehicles.

·         Had a noise assessment been done regarding operational vehicles servicing the industrial area.

·         Would there be enough flood mitigation measures. Could more be done with hedging and more landscaping to prevent flooding.

·         The development was a re-provision of an existing car park.

·         Traffic generation by the 100 workers on site.

·         More cycle spaces required to encourage workers, not travelling to the site by car, to cycle.

4.    Members’ noted the offer by the applicant to increase the number of trees being re-provided and this will be reflected in Condition 5.

5.  The unanimous support of the Committee for the officers’ recommendation: 11 votes for.

 

AGREED that planning permission be granted subject to conditions and the addition to Condition 5.

FUTURE MEETING DATES

The next meeting of the Planning Committee will be 29 September 2020.

1.    The next meeting dates of the planning committee will be as follows:

·         29 September 2020

·         20 October 2020

·         29 October 2020

·         3 November 2020

·         24 November 2020

·         15 December 2020

2.    There will be an additional meeting will be required on the 29 September 2020.

3.    There will also be a site visit by members on Saturday 26 September 2020, in connection with the Coliseum Park application due to be heard at the 29 September 2020 committee meeting.

4.    There would also be a briefing event for members regarding the Enfield Town re-development to be scheduled for the beginning of October 2020.

5.    There would also be a training event on Housing needs which is to be scheduled.
