INTRODUCTION

Minutes:

Adrian Bishop-Laggett, former Chairman of the Enfield Community Police Partnership welcomed everybody to the first meeting of the Enfield Safer Neighbourhood Board (SNB).

2.

APOLOGIES FOR ABSENCE

Minutes:

Apologies for absence were received from Councillor Milne, Joanne McCartney, Caroline Berry, Tim Fellows and Jane Richards. An apology for lateness was received from Janet Marshall.

3.

CONFIRMATION OF CHAIRMAN

As Chairman of the former Enfield Community and Police Partnership (ECPP) and in the interests of providing continuity, Adrian Bishop-Laggett has offered to Chair the Enfield Safer Neighbourhood Board for one year.

Minutes:

The Board confirmed that in the interest of providing continuity, Adrian Bishop-Laggett be elected as Chairman of the SNB for one year.

4.

PROPOSAL TO ELECT VICE CHAIRMEN, SECRETARY AND TREASURER

To appoint Vice-Chairmen, secretary and treasurer for 2014/15.

Minutes:

Applications for positions on the Board should be made via an ‘expression of interest letter’ addressed to the Secretary and a decision reached via a majority vote at the next meeting.

EXPLANATION OF THE RESPONSIBILITIES OF THE SAFER NEIGHBOURHOOD BOARD

a.      Establish policing priorities in the borough

b.      Monitor crime performance and community confidence

c.       Monitor complaints against borough officers

d.      Monitor complaints from victims of crime

e.      Assure that Independent Custody Visiting is delivered

f.       Play a significant role in community payback

g.      Ensure that all wards have a ward panel

h.      Oversee the borough Independent Advisory Group

i.        Support Neighbourhood Watch

j.        Ensure delivery of the Stop & Search community monitoring function

Minutes:

NOTED that ten specific functions for a Safer Neighbourhood Board were identified in the Mayors manifesto;

 

Establish policing priorities in the borough

EXAMINATION OF CRIME STATISTICS pdf icon PDF 725 KB

 

Examination of crime statistics received from MOPAC on 22 July 2014.

Minutes:

Paul Healy presented the MOPAC and Police data and gave an overview of the level of achievements for the 20/20/20 MOPAC challenge targets. The group discussed in more detail the recorded crime, satisfaction level and complaints against Police.

 

Key points to note:

  • Three of the seven MOPAC indicators were currently experiencing increases in the 12 months rolling (Violence with Injury +16.3%,Theft of Motor Vehicles +8.6% and Criminal Damage +1.2%. 
  • For the 12 months to June 2014, Enfield was experiencing an increase of +1% in Total Notifiable Offences. London overall has experienced a decrease in crime over this same period of approximaely -7%.

REPORT ON COMPLAINTS AGAINST THE POLICE

Information on complaints from the Police and complaints from victims of crime and how these will be addressed at future meetings.

Minutes:

Enfield recorded a total of 392 public complaint allegations over the last 12 months. The 11th highest out of 32 London boroughs.

 

9 boroughs had recorded an increase in the number of complaints in the last 12 months. Enfield recorded an increase of 3% in the number of recorded complaint allegations.

 

‘No case to answer’ accounted for the highest proportion (72%) of all allegations. ‘No case to answer’ refers to instances where, following investigation, the investigating officer determines that there is not a case to answer in relation to an allegation made concerning an officer’s conduct.

REPORT FROM VICTIM SUPPORT

To receive a verbal update from Victim Support.

Minutes:

The Chairman read an update report provided by the Service Delivery Manager for Enfield about Victim Support activities in the borough.

 

'We currently have 22 volunteers, 3 inactive, 2 make phone calls only, 6 shadowing and 2 awaiting training.

 

Workload is evenly shared between active volunteers as we asked them for a minimum of two hours per week.  

 

Every volunteer will have allocated day/slot and the outreach.  We ask for their availability on the monthly basis (where possible) so we can evenly spread out the work and book appointments.  Also volunteers carry out home visit where appropriate.

 

We currently have five outreach basis.  We use three children centres, Enfield Women's centre, Enfield Homes office, and when needed a room in Asda store in Southgate or Edmonton.

 

Currently I am negotiating joint visit with SNT teams in Enfield, awaiting for response from their superior.

 

We carry out presentations and workshops.  Working closely with Westminster drug project, Youth Offending Team, Solace, Enfield Women's Centre, Enfield Swahili, Solace.'

9.

UPDATE ON CURRENT POLICE OPERATIONS

To receive an update on current Police operations from Detective Chief Inspector Paul Healy.

Minutes:

Paul Healy gave an overview of the current police operations in Enfield.

 

Key points to note:

·         The request of Board members that Police numbers be presented to future meetings.

·         The launch of Operation Spyder, the multi-agency operation seeking to reduce motor vehicle crime by increasing public awareness through crime prevention, had seen an improvement in theft from motor vehicles. The operation would continue until November.

·         As a result of ‘cocooning’ a significant reduction in residential burglaries had been noted in Haselbury Ward.

·         The launch of Operation Crystal in Fore Street and the surrounding areas, to reduce violence with injury, knife crime and gang related offending.

VERBAL REPORT FROM THE INDEPENDENT CUSTODY VISITORS

To receive a verbal report from Lorna Logan.

Minutes:

The Board noted the Independent Custody Visitor (ICV) Scheme summary of visits report for the period April to June 2014.

 

Members welcomed an update at the next meeting of the issues raised.

REPORT FROM THE INDEPENDENT ADVISORY GROUP

To receive a verbal report from Rasheed Sadegh-Zadeh.

Minutes:

 RECEIVED a verbal introduction from Rasheed Sadegh-Zadeh, Chairman of the Independent Advisory Group (IAG).

 

NOTED

 

IAG’s were introduced by the Police across the Met in response to the Macpherson Report on the murder of Stephen Lawrence.

 

IAG Members are individuals from various communities who provide a valuable role in giving expert advice to the Police in response to specific incidents or areas of concern on an ‘as required’ basis

 

The Board would need to determine the relationship with the IAG in order not to duplicate work.

 

12.

REPORT FROM THE STOP AND SEARCH COMMUNITY MONITORING GROUP

To receive a verbal report from Caroline Berry.

Minutes:

The Board noted the summary of stop and search data to May 2014.

 

In line with the Best Use of Stop and Search scheme; the threshold required to authorise the use of a Section 60 (the blanket power to stop and search people in anticipation of serious violence without any prior suspicion that they may be carrying weapons) had been raised to commander – previously an inspector or above could authorise.

 

The Police record all outcomes of stop and search and in particular whether there is a connection between the grounds for the search and the eventual outcome.

 

Data will be published online to further enhance public scrutiny and accountability in the police use of these powers.

13.

NOMINATION OF PROJECTS FOR COMMUNITY PAYBACK

To consider projects for community payback.

Minutes:

Attendees’ were invited to nominate a project in the community for Community Payback.

To be considered, the project must meet the following criteria:

  • It must benefit the local community
  • It must not take paid work away from others
  • No one must make a profit from the work
  • It must be challenging and demanding
  • It must be worthwhile and constructive
  • Offenders must be seen to be putting something back into the community
