b.    Motor-vehicle crime was increasing across North Enfield but other crime types were reducing.

c.    There were continuing problems with antisocial behaviour on the number of council estates and some perpetrators had been evicted.

d.    Residents agreed that there was a continuing problem with motorbikes being ridden on Hoe Green; the police had discussed the issue with senior council officers and action was being taken to improve restrict access to the green.

ENVIRONMENTAL, HOUSING & ESTATE ISSUES OF CONCERN

Minutes:

a.    Dendridge Close; Residents complained that 17 out of 41 lights were inoperative and insufficient attention was being paid to the need for urgent repair. They also would like to see closed access, with Entryphones, to the decks and stairwells.

b.    Brookbank; The doors at the rear of the property (which opened inwards, which was unsuitable for a fire escape) were being regularly bashed open to admit intruders.

c.    327 bus; Councillor Simon said that he had been informed that there was a proposal that this was to be reduced from a 30 minute to a 40 minute frequency.

d.    Jasper Close; Councillor Simon explained that the building had had to be demolished, because rain had got into the structure following the bankruptcy of the builders. Work was now starting to reconstruct the building as planned.

RESPONSES BY OFFICERS

Minutes:

2d       Motorbikes on Hoe Green

Subject to funding being available, a number of measures are planned which could include; entrance control at the A10 south and Maltby Drive entrances with provision of A frame gates which deter bike access whilst allowing pedestrian and buggy access to the park; closing informal entrance points on Hoe Lane with installation of low metal security fencing as an extension to existing 6’ tall security fence; reducing  the height of the thorn hedge along Hoe Lane to provide improved visibility linked to provision of 1.2m height security fence as above; steel post access controls at the 3 informal entrance points from the adjoining estate; and a speed limiter landscape feature on the A10 boundary grass area by excavation of a trench at right angle to the road, either side of a central 3m wide metal bar barrier gate to allow ongoing maintenance including grass cutting.

4a        Dendridge Close

The caretaker was aware that some of the lights required changing and was in the         process of doing this.  The caretaker only attends this site once a week normally on  Friday so would be unaware of any lights out unless informed by the residents either         directly or via our repairs department. Extra help has been       arranged.

4b       Brookbank;

We have investigated this and can see that there is evidence of them being breached in the past. They are currently in a good state of repair and we would obviously hope they stay that way. However, the next time these doors are in need of repair we will ensure that the door is eased and adjusted to operate to open outwards rather than inwards. This should help to resolve the issue of these doors being breached easily and reduce the risk of unauthorised access.
