WELCOME AND APOLOGIES

Minutes:

The Chair, Cllr Edward Smith welcomed everyone to the meeting. Apologies for absence were received from Cllr Huseyin Akpinar, who arranged for Cllr Yasmin Brett to attend as a substitute on his behalf.

Members of the Council are invited to identify any disclosable pecuniary, other pecuniary or non-pecuniary interests relevant to the items on the agenda.

INTRODUCTIONS - PURPOSE OF THE MEETING

The Chair out-lined the purpose of the evening, to facilitate the Health and Adult Social Care Scrutiny Panel in devising a work programme for 2020/21.

The minutes of the health scrutiny panel held on 23 January 2020 were agreed.

LOCAL PRIORITIES FOR 2020-21

The Scrutiny Panel will hear from the following, out-lining priorities and areas of challenge:

 

Cllr Alev Cazimoglu (Cabinet Member for Health)

 

Cllr Mahtab Uddin (Cabinet Member for Public health)

 

Tony Theodoulou, Executive Director People

 

Bindi Nagra, Director of Health and Adult Social Care

 

North Central London Clinical Commissioning Group Representatives

 

 

 

Cabinet Members and Officers will be asked to leave the meeting at this point.

 

Minutes:

The Chair invited Cllr Cazimoglu, Tony Theodoulou and Bindi Nagra to out-line priorities for the coming year.

 

1)    Cllr Cazimoglu wanted to record her thanks to all the frontline staff who have been caring for many very vulnerable people. In addition, Cllr Cazimoglu noted how effective, constructive scrutiny can be vital, acting as a critical friend.

2)    The priorities and challenges within the social care sector that the Scrutiny Panel may wish to consider include; Safeguarding Adults – including work related to modern slavery; Deprivation of Liberty Safeguards which is a major responsibility for the Council; Deputyship, both income and debt; Commissioning, there are several large contracts to be tendered for this year; Mental Health Services and improvements to employment support; Hospital discharge procedures.

3)      Within the health sector, the following issues we identified for possible scrutiny by the panel; The response to Covid-19 from the Council, NHS and Care Sector; Integrated Care Systems – including GP networks; NHS Reconfigurations; Changes to the Older People’s Assessment Unit (OPAU) at Chase Farm Hospital; Performance of Hospital Trusts; Access to GP’s; NHS Covid-19 recovery – getting back to business as usual and coping with a second wave, in addition, considering how to encourage communities to use the NHS; Cancer screening updates.

 

The Chair thanked Council representatives for their useful input and asked Ruth Donaldson and Vince McCabe from the NCL CCG to present their priorities for the coming year.

 

4)    It was noted that the NCL CCG had very similar priorities to the Council.

5)    There will be a dedicated programme established to review health inequalities as affecting deprived areas and BAME groups; Within care homes, testing and infection control will be a priority to see an improved position; The OPAU at Chase Farm Hospital; Screening, diagnostics and immunisations, for example flu vaccines; a review of health outcomes for children will be undertaken; Phlebotomy services is an issue and needs to be back in place locally.

 

The Chair thanked our NCL CCG partners for their informative update and requested that the Cabinet Member and Officers leave the meeting to allow the Panel to discuss their work programme for the coming year.

PLANNING THE WORK PROGRAMME 2020-21 pdf icon PDF 153 KB

Minutes:

The panel had a discussion on how they would like to approach scrutiny this year. As there are many areas the panel would like to consider, the possibility of additional meetings was discussed. This would be taken to the Overview and Scrutiny Committee for approval.

 

5) The initial items agreed to form the work programme for 2020/21 were:

 

·         Covid-19 – this item would be on every agenda with a different element of the pandemic being considered, eg, care homes.

·         Public Health, including immunisation statistics

·         North Middlesex Hospital – the response to the Care Quality Commission inspection.

·         OPAU at Chase Farm Hospital – a response will be required from the Royal Free Hospital Trust.

·         Integrated Care Systems (post meeting note: this item will be entitled  ‘Reconfiguration of the NHS’, including the introduction of Integrated Care Partnerships, Accountable Care Organisations, Primary and Acute Care Systems and replacement of the Public Health England. These changes are being led by the NHS but with much greater involvement of local authorities and the care sector going forward.)

·         Mental Health

·         Reardon Court progress report

·         Adult Safeguarding

 

 

7.

TERMS OF REFERENCE

For information, the Terms of Reference of Health and Adult Social Care Scrutiny Panel are as follows:

 

(i)            Scrutinise the planning and provision of local health services and through this process contribute to the continuous improvement of health services and services that impact upon health.

(ii)          Respond to consultations by NHS bodies and provide dates and publish timeframes for its decision-making process on proposals for substantial developments.

(iii)         Comply with regulations formalising arrangements for health scrutiny.

(iv)         Consider matters referred to the Council by the local Healthwatch and respond within 20 days.

(v)          Scrutinise Public Health services commissioned by the Council / Health and Wellbeing Boards.

The following provisions are preserved:

(i)            Enable health scrutiny to review and scrutinise any matter relating to health services in its area;

(ii)          Require NHS bodies to provide information to and attend before meetings of the committee;

(iii)         Make reports and recommendations to relevant NHS bodies and to the Local Authority;

(iv)         Require health providers to respond within a fixed timescale; and

      (V)     Require health providers to consult local authorities
