9.1     Motion in the name of Councillor Mike Rye

 

“Enfield Council needs to take urgent action to support Enfield Town as a major shopping centre in the borough and will: undertake enforcement action on vacant shops with untidy frontages; seek funding to provide hanging baskets and Christmas lights; review the lengthy timelines for action set out in the Enfield Town Centre Draft Framework Master Plan to deliver positive outcomes sooner rather than later.”

 

9.2     Motion in the name of Councillor Joanne Laban

 

“The draft London Plan has major implications for Enfield, its policy that requires Enfield to provide more Strategic Industrial Land capacity seriously impacts the Meridian Water Project. This policy restricts the area that homes can be built on at the Meridian Water site. Enfield Council agrees to write a letter to both the Mayor of London and Secretary of State for Housing, Communities and Local Government setting out the adverse effects the draft London Plan has on the delivery of desperately needed homes at Meridian Water.”

 

9.3     Motion in the name of Councillor Joanne Laban

 

“The Mayor of London is proposing to extend the Ultra-Low Emission Zone to the North and South Circulars. These proposals whilst well intentioned are not the solution that Enfield requires to improve air quality. Enfield Council agrees to seek alternative measures to improve air quality and that the leaders of both political groups write jointly to the Mayor to express our concerns regarding what is proposed for our borough.”

 

9.4     Motion in the name of Councillor Nick Dines

“Prostate cancer is the most common cancer in men in the UK, with over 40,000 new cases diagnosed every year. After bowel and lung cancer it is the third most common cause of cancer death, with one man dying in the UK every 45 minutes. As recent publicity has shown, men are remarkably unaware of this and unwilling to talk about the issue. The Council therefore commits as one its health awareness campaigns in 2018-19 to raise the awareness amongst men of prostate cancer, the symptoms to look out for and how and where to go for screening.”

 

9.5     Motion in the name of Councillor Ayfer Orhan

 

“Enfield Council notes the collapse of Carillion and the limited actions taken to date by the Government. This Council is concerned about the impact on schools as Enfield has some schools with Carillion as a provider.

 

Enfield is concerned of the Governments lack of any real dialogue with local authorities and feels that it would have thought it prudent in the current climate for the Council to be advised on how the Government intends to deal with the collapse of Carillion and the solution it has to honour the public sector contracts.

 

Further, Enfield will be seeking immediate and urgent clarification from Government and the appointed receiver (PWC) on how it has acted to date; the interim arrangement they have in place; assurance that they will do all they can to ensure a timely transition from the existing providers to new ones; and for a continuation and smooth delivery of all operational services, with a guaranteed assurance that PWC will work collaboratively to ensure no disruption of service to staff and services to Enfield Schools.”

 

9.6     Motion in the name of Councillor Alan Sitkin

 

"Enfield Council is grateful to its thousands of resident EU nationals for the tremendous contribution they have made for so many years to our borough’s economy and public services, notably benefiting Enfield’s NHS and adult social care offer as well as many of our local industries (starting with construction and retail). The Council is also cognizant of the important role that our resident EU nationals have played in fostering the cultural diversity that makes Enfield the special place it is.

 

The Council therefore directs the Leader of the Majority and the Leader of the Opposition to write the Prime Minister expressing our ardent desire that EU nationals currently residing in the UK receive the commitment that irrespective of the outcome of the Brexit negotiations, they will continue to enjoy the same rights as they currently do, including but not limited to continued terms of service, the same NHS access and pension rights as UK citizens and all ancillary rights of employment and residence. We similarly urge the Prime Minister to defend the existing rights of UK citizens currently living in the European Union.”

 

9.7     Motion in the name of Councillor Dinah Barry

 

“The way that Universal Credit is being implemented is causing unnecessary suffering to women in Enfield. 

 

We ask that the Leader of the Council and the Leader of the Opposition write to the Secretary of State for Work and Pensions as a matter of urgency, urging her to take all necessary steps to change the method of payment so that women are treated fairly.”

 

9.8     Motion in the name of Councillor Nesimi Erbil

 

“Many people from Cyprus came to the UK and settled in Enfield in the 1950s.  Many of these people travel to Cyprus due to their family ties and homeland.

 

Most of them are travelling to Cyprus via third countries, due to the restriction for direct flights in some parts of Cyprus (Northern Cyprus Ercan International Airport). These travellers are mostly Elderly, Children, Disabled and etc.

 

These peoples are travelling long hours and also have to stop to change planes to continue their journey.

 

Which means more than 10 hours to reach Cyprus and paying double fees for their journey.

The above travellers are seriously affected by the distress caused by change overs and long flights.

 

So that people are not suffering from these issues, we as the councillors representing Enfield Residents should take this matter seriously and pressure the government to take action in relation to this matter.

 

As a member of this council, I am calling the Council to:

 

  • Raise this issue as a priority with the UK Government
  • Take action to implement direct flights from UK to Cyprus.”

 

9.9     Motion in the name of Councillor Ertan Hurer

 

“This Council notes and welcomes the tax reforms introduced by Conservative Chancellors of the Exchequer in order to make it less attractive to purchase residential properties for investment purposes but also notes with concern that this Labour Administration is purchasing properties that would have ordinarily be purchased by first time buyers and resolves to end this policy.”

 

9.10    Motion in the name of Councillor Ertan Hurer

 

“Britain is now running a current budget surplus for the first time since 2001, mainly as a result of increased tax revenues and record numbers in employment. The economic policies followed by post Blair and Brown Conservative led governments will benefit all residents of this Borough   This council resolves to write to the Chancellor of the Exchequer congratulating him on achieving this significant milestone.”

 

9.11    Motion in the name of Councillor Ahmet Oykener

 

“This Council recognises the good efforts made by this Authority to bring forward regeneration and housing schemes. These will add to, and improve, Enfield’s housing stock and improve living conditions for many Council tenants and leaseholders.

 

Enfield Council is determined to do all it can within its power to sensitively and economically increase the number of homes being built in the borough. This Council calls upon the Leader of the Council and the Leader of the Opposition to write to the Prime Minister stating that local authorities should be given the financial and planning freedoms to achieve this central and local government aim including the lifting of the borrowing cap on the housing revenue account.”

 

9.12    Motion in the name of Councillor Ayfer Orhan

 

“This Council notes the letter from the families of Bowes Southgate Green to The Secretary of State, Mr Damian Hinds MP in asking the Government to deliver on their own policy in providing a free school for the children of the area and those currently at Bowes Primary School on the Broomfield school campus.

 

This Council is disappointed of the lack of interest or support from the Government in securing an alternative site in the area despite the free school application submitted to the Government through the Governments own process, namely The Limes Trust.

 

Further, that this Council is appalled by the misleading response in its letter dated 02/March/2018 from the Department of Education to the parents.

 

This Council recalls the many hours of debate on Education and of the occasions we celebrated the success of the Council’s expansion strategy to meet local demand.

 

But this Council has always been alarmed at the Government’s ill planned new Education Policy, particularly as it now takes the power to build new schools away from Local Councils and firmly places the responsibility to fund and to build Schools with the Government through its Free Schools application process.

 

It is disappointing that this Council is faced with a Government who has reneged on its promise to the parents and children at Bowes Southgate Green and should be ashamed of itself for playing politics with our children’s Education.

 

This Council instructs Cllr Orhan, the Cabinet Member for Education, to write to the Secretary of State demanding immediate action.”

 

9.13    Motion in the name of Councillor Taylor

 

“The Council notes that no progress has been made with regard to the Government making fair transitional state pension arrangements for all women born on or after 6 April 1951.

 

The Council will consider the best approach to assist Enfield residents affected by this issue.”

 

9.14    Motion in the name of Councillor Nesil Caliskan

 

"This Council notes that Enfield Council has experienced unprecedented funding cuts imposed by the Conservative government, losing £161 million since 2010. Furthermore, the Conservatives are asking councils to find yet more savings in the coming years.

 

This Council believes that the huge funding gap and rising demand for adult social care and children’s services are threatening the vital services which care for our elderly and disabled, protect children and support families, and are increasingly leaving little left to fund other services.

 

This Council believes that it is high time the Conservative government began to value local government and the important public services that Enfield residents depend on by adequately funding Councils.”

Councillor Taylor moved and Councillor Lappage seconded the following motion. 

 

“The Council notes that no progress has been made with regard to the Government making fair transitional state pension arrangements for all women born on or after 6 April 1951.

 

The Council will consider the best approach to assist Enfield residents affected by this issue.”

 

Councillor Lappage in seconding Councillor Taylor’s motion, moved the procedural motion under 14.11 (a) iii of the Council procedure rules that the debate on the motion be adjourned to the first meeting following Annual Council on 23 May 2018. 

 

The adjournment motion was seconded by Councillor Stewart and then put to the vote and agreed with the following result:

Motion 9.7

 

Councillor Barry proposed and Councillor Abdullahi seconded the following motion:

During the debate Councillor Bambos Charalambous took his seat in the chamber for his last Council meeting.  He made a short speech saying that it had been an honour and a privilege to service the people of Enfield for the last 24 years as councillor and now as an MP for Southgate.  He wished everyone the best of luck for the future and hoped for a Labour victory in the upcoming local elections. 

 

Motion 9.6

 

Councillor Sitkin moved and Councillor Brett seconded the following motion:
