Minutes:

Councillor Bond as Chair welcomed everyone to the meeting. Apologies for absence were received from Councillors Bakir, Charalambous and Delman.

To receive and confirm the minutes from the last meeting of the Licensing Committee held on 14 October 2015.

RECEIVED the minutes of the meeting held on 14 October 2015.

 

AGREED that the minutes of the meeting held on 14 October 2015 be confirmed and signed as a correct record. 

 

Councillor Bond mentioned that it was unfortunate that the minutes of 14 October 2015 were only now being agreed. He asked that the Governance and Scrutiny team look at whether it would be possible for Licensing Committee minutes to be agreed closer to the meeting date in future.

ADOPTION OF REVISED CONDITIONS FOR MASSAGE & SPECIAL TREATMENT LICENCES (REPORT NO. 107) pdf icon PDF 250 KB

To receive the report of the Principal Licensing Officer in respect of revised standard conditions for licensed special treatments establishments.

NOTED

 

  1. The introduction by the Principal Licensing officer, including:

a.    That the current standard set of conditions which have been in place a number of years now require updating to reflect changes in legislation and industry practices.

b.    The proposed revised standard licence conditions would apply to all special treatment licensed premises within the borough.

c.    The revised conditions are based on the recommended standard conditions for special treatment premises by the London Special Treatment Working Group, of which Enfield council is a participating member and are considered as best practice.

d.    There is no requirement for the authority to consult with licence holders or any other party, but the health and safety team have been party to discussions.

  1. Members’ debate and responses to questions raised including modifications from Councillor Simon. Colleges to be kept informed of revised conditions for massage and special treatment licences.

 

AGREED that the Licensing Committee approved the revised standard conditions for licensed special treatments establishments and the Special conditions attached at Appendix C to H of the report, including modifications as discussed.

ADOPTION OF REVISED CONDITIONS FOR ANIMAL BOARDING LICENCES (REPORT NO. 108) pdf icon PDF 200 KB

To receive the report of the Principal Licensing Officer in respect of adoption of the LACORS suggested conditions for home boarding of animals for all future applications.

NOTED

  1. The introduction by the Principal Licensing Officer, including:

a.    The set of conditions applied to animal boarding establishments are currently the same for both commercial premises and home boarding establishments. It is recognised that the different premises types are substantially diverse and therefore each type would benefit from specific conditions.

b.    LACORS (the Local Authorities Coordinators of Regulatory Services) provides model licence conditions for Authorities to adopt. Officers use them already whilst carrying out inspections as best practice. These conditions need to be formally adopted as conditions to be applied to the licences.

c.    There is no requirement for the authority to consult with licence holders, however, the conditions have been circulated with current licence holders and comments received from them assisted with the revision of conditions, as set out in the report.

  1. Members debate and responses to questions raised, including clarification needed in respect of  whether conditions should apply for the training of ‘guide dogs’ and ‘hearing dogs’.

 

AGREED that the Licensing Committee agreed the adoption of the LACORS suggested conditions for home boarding of animals for future applications, set out in Appendix C to H of the report.

 

Councillor Bond thanked the Licensing Team for the excellent job carried out by them. He also wished to place on record his thanks to the members of Licensing and Licensing Sub Committee, and particularly Councillor Derek Levy, for their hard work on the Committee.
