Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor began by wishing everyone good evening and welcoming them to the first Council meeting of the year. He trusted everyone had had a good Christmas.

He acknowledged that the pandemic was still affecting so many of our lives and advised that we must take as many precautions as possible to safeguard ourselves, our families and loved ones, whilst protecting our NHS.

He sent his best wishes to all the residents and staff and thanked again all those who were working so tirelessly to help defeat the virus.

This year Enfield Council had hosted and broadcasted a special online event to commemorate Holocaust Memorial Day – an International Day of Remembrance for the victims of the Holocaust and other genocides. This event had enabled those taking part to reflect on and remember the millions of people killed under Nazi persecution as well as the many other genocides that had occurred since the end of the second world war.

The Mayor said that the light at the Civic Centre would always burn brightly in remembrance of those lost.  It is the “Light in The Darkness”, lest we forget.

The Mayor then asked members to observe a minute’s silence in memory of two former councillors who had recently passed away: Andrew Stafford and Jayne Buckland.  Condolences were offered to their families at this sad time

Councillors Nesil Caliskan, Joanne Laban, Daniel Anderson, Doug Taylor, Alessandro Georgiou, Gina Needs, Kate Anolue, Ergin Erbil and Terry Neville, spoke in tribute to Andrew Stafford.

Councillor Mike Rye spoke in tribute to Jayne Buckland.  Councillor Lappage said that tributes from the Labour group would be given at the next meeting.

A minute silence was held in memory of them both.

The Young Mayor, Kayhan Ali, gave a brief update on his activities since the last Council meeting.  He thanked everyone who had helped him during the past year and said that he had been blessed to have had such an amazing opportunity.  He was currently working with the Metropolitan Police on a booklet which he hoped would improve understanding between the police and young people and on a mental health project to support young people.

Meeting: 18/11/2020 - Council (Item 2)

Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor began by wishing everyone good evening and welcoming them to Council meeting for November.

He continued saying that he hoped everyone was keeping well at this difficult time when the pandemic was still affecting so many of lives. He sent his best wishes to all the residents and staff involved in dealing with the pandemic and thanked all those who were working so tirelessly to help in any way that they could, until the virus could be defeated.

The Mayor had been endeavouring to attend as many events as possible. He had been honoured to attend the Lord Mayors’ Association’s Civic Service at Westminster Abbey on the 18 October 2020.  Where it had been nice to see so many other Mayors, albeit with social distancing restrictions.

The Mayor had sent videos of good wishes to events he had been unable to attend personally, including the Jack Petchey Foundation, Spacehive Project, Enfield School High Achievers, MacMillan Cancer Support and many others.  Once the government restrictions were lifted, he hoped that he would be able to meet many more people over the coming months

The Mayor said that his Mayoral charity was progressing well.  He had received designs from many school children who had seemed to be delighted to be involved in the launch of his t-shirt campaign.

As Christmas was fast approaching, he concluded by wishing everyone a peaceful and happy Christmas and prayed that the New Year would bring hope and tranquillity and we would be able to put 2020 behind us.  He wished everyone all health and kindness.

Meeting: 30/09/2020 - Council (Item 2)

Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor began by wishing everyone good evening and welcoming them to Council meeting.

2.         Mayor’s Announcements

The Mayor said that he trusted that everyone had had a good summer, despite this strange time when many people were living with the fear and isolation of the pandemic, that has hit the world this year.

He thanked all the staff at the Council who had worked tirelessly throughout the pandemic to provide an excellent service to the public, both working alongside and supporting one another.

On 31 August 2020 he had been invited to Pymmes Park for the Enfield Stands Together - The Big Thank You – where certificates were given to many volunteers and helpers who had kindly given their time and support to help at the Enfield Food Bank.  He said that he knew that there are many more people to thank and that this would be arranged. He was very grateful to everyone who had been involved and thought that the pandemic had shown that Enfield was a place of solidarity and respect.  He was very proud to be the Mayor of such a vibrant and enthusiastic Borough.

My Mayoral charity was progressing well, and he had decided to dedicate his fund raising to the following well deserved causes:

1.         The Felix Project (Food Bank)

2.         NHS

3.         Violence Against Women & Children

4.         Under privileged, learning difficulty and special needs children.

5.         Nightingale Cancer Support Centre

6.         Eagles Boxing Club

The Mayor said that as the year progresses, he would be adding to these charities in the hope of helping as many residents of Enfield as possible.  His plan was to launch a t-shirt campaign where he would personally fund the purchase and printing of t-shirts designed by companies and individuals who will hopefully go on to purchase these for friends and family members. All the money from the sale of the t-shirts would go directly the Mayors Charity.

The Mayor said that it was a particularly difficult time for fund raising generally and many charities were having difficulties gathering urgently needed funds.  He hoped that his t-shirt idea would be a long running event which would be successful throughout the year.

The Mayor said that he knew that his friends and fellow members would support him and together they would look forward to better times when they could get together without isolation to enjoy their lives as before.

The Mayor concluded his speech by saying that he wished everyone health and happiness.

The Mayor then asked members to observe a minute’s silence in memory of Councillor Chris Bond, a longstanding and dedicated councillor who had recently passed away.

Councillors Caliskan, Laban, Taylor, Levy, Needs, Neville, Aksanoglu, Keazor, Leaver, Barnes, Yusuf and the young mayor spoke in tribute to Chris Bond and his 34 years of service as a councillor in Enfield.

Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor welcomed everyone to the meeting.

1.            Speech of the Young Mayor

The Young Mayor, Okan Gurhan, gave a brief speech. He began by expressing his gratitude to Councillor Kate Anolue for setting up the young mayoralty and enabling him to be the first young mayor of Enfield.

Being Young Mayor had been a wonderful opportunity, he had met so many people and he had gained so much from the experience.  Highlights included visiting the House of Lords and meeting Bambos Charalambous MP and attending the Mayor’s Day with mayors from all over London.

On 17 April 2020 they had arranged a public speaking event called the Big Speech for year 8 children.  He hoped members would be able to attend.

He was very grateful for an amazing year and he hoped to be able to go on to Oxford University to study Politics Philosophy and Economics and become a lawyer, politician or a banker.

The Mayor thanked Okan Gurhan and said how much she valued the young people.

2.            The Mayor’s Announcements

The Mayor began by saying how quickly the last year had passed.

The Mayor thanked the officers in democratic services who had enabled her to achieve the goal of creating a young mayor and deputy mayor for Enfield.  This had been a great success and for next year there were now 45 young people interested in the roles.  She hoped the Council would continue to support the initiative.

The Mayor said that she was happy to have spent her life working with people, 40 years at North Middlesex Hospital and for the people of Enfield and she would continue to do so.

The Mayor was organising a special event on Friday 6 March 2020 to commemorate International Women’s Day, celebrating the achievements of local women.

During the year the Mayor had visited lots of organisations and other boroughs.  Enfield had a great deal of vivacity, people spoke over 100 different languages and it was a wonderfully cultured borough.  She had lived in Enfield for more than 40 years and loved Enfield.

Last week she had visited sickle cell unit at North Middlesex Hospital.  They needed their own machine.  This had changed dramatically since her last visit in 2012 but more resources were needed.  This was one of her ten charities for which she was raising money.  She wanted to help the lonely, the vulnerable, carers and the elderly and all vulnerable, isolated and lonely residents.

This had been a tough year but she felt that it could not have gone better.  When people invited her to an event, she had found it difficult to refuse, so she had been to many events.

The Mayor said that she could not have done it without the help and support of Koulla Panaretou, the Mayor’s Secretary, saying how hard she worked and how wonderful the way she appealed to people was.  She also thanked her wonderful drivers Bill Cornish and Paresh Thakore who were so caring, always on time  ...  view the full minutes text for item 2

Over the last two months the Mayor had received many invitations and thanked the Deputy Mayor, Cllr Sabri Ozaydin, for helping her with some of the events, together with the Mayoral office, making a great team.

The Mayor had the pleasure of meeting many of those involved with the Mayor’s Office, some of whom she had known when she was last Mayor in 2012.  She named:  Ann Cable (Deputy Lieutenant), Kathy Worrall, Paul Everitt, Shaun Rogan, Andrea Clemons, and the very helpful press team.

The Mayor had been extremely lucky to be able to meet many voluntary sector and community agency workers and had been overwhelmed by the amount of work that they all do for the community in our borough.  This helped her to decide which charities she had chosen to support in her Mayoral year.

Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor welcomed everyone to the meeting.

1.            Death of Former Councillor and Freeman of the Borough – Brian Grayston

The Mayor regretfully advised members of the death of freeman of the borough and former councillor, Mr Brian Grayston, who had passed away on Friday 15 February 2019.

She sent members’ thoughts and prayers to his family and friends, and invited Councillor Taylor to say a few words in remembrance.

Councillor Taylor praised Brian Grayston and the contribution he had made to the borough, particularly in the field of education.  He had first joined the Council in 1961 and had been elected to the Council on 6 separate occasions including as a founder member of the new borough of Enfield in 1964.

Brian Grayston had been a powerful orator, a true socialist, committed to social change, equality of opportunity and fairness.  He had believed in public service and its ability to empower and improve.  He had made a real difference in Enfield, not only on the Council, but also through his work with Enfield in Bloom.

Councillor Vince echoed the comments of Councillor Taylor and said that although she did not agree with his politics, she had respected Brian Grayston and recognised his care for the children of Enfield.  Her memories included a very dapper dresser and she had personally appreciated his calm support when they had travelled together to a conference in Ashford, returning in monsoon rain.

Councillor Achilleas Georgiou said Brian Grayston had been fiery and full of passion.  A lasting memory he had had of Brian Grayston had been the speech he had made at the last Council before the 1994 elections which, Achilleas Georgiou had thought, was one of the best speeches he had ever heard.  He had spoken with such heartfelt passion about education.

Brian Grayston had been Mr Education, as well as a good friend.  Councillor Georgiou had personally learnt a lot from him and he hoped that members would raise a glass to him in the parlour, after the meeting.

A minute’s silence was held in his memory.

2.            Thank yous

The Mayor began, as this was her last formal Council meeting as chair, by thanking the Council officers and her fellow councillors for the hard work that had gone into the preparations for the evening and into all previous Council meetings.

The Mayor thanked all the members of the community that she had met during her term as Mayor:  the many individuals who worked tirelessly and voluntarily for the community that had touched her heart.  She commended the work that they did saying without these people, many vulnerable and isolated residents would suffer quietly.  She sent them her best wishes.

3.            Together we are Enfield

Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor welcomed everyone to the meeting, her last as Mayor of Enfield.  She reminded members that her role was apolitical, the ceremonial figurehead for the Council and the first citizen of the borough.  During her term of office she had promoted the borough locally, nationally and internationally and this year, she together with the Deputy Mayor, had attended more than 500 engagements.

1.               Engagements

·       Meeting with the Mayor of Wigan, in her home town, (attending a football game where Wigan beat Manchester City).  She wished Tottenham Hotspur Football Club good luck in the next FA cup semi-final.

·       Visiting the impressive Tottenham Hotspur Training Ground in Enfield twice, meeting two of their lead board members Donna and Rebecca to talk about the community work that they were planning in partnership with the Council.  The Mayor said that this had been extremely helpful to her in her new role as a board member of the Enfield Town Football Club – her number one home team.  She was very proud of being part of this football club, a club owned and run by its fans - the first club in the country to do so.  She encouraged members to go along and support this fantastic home team.

·       Library Openings including at Edmonton Green Library, and on 22 February 2018 opening the new library at Enfield Highway.

·       International Women’s Day Celebrations on the 8 March 2018, to which she had been honoured to be part, laying the plaque at Palmers Green Triangle on the very spot where, in June 1914, a group of suffragettes had attempted to hold a meeting.  At the time a crowd of hostile men had attempted to break up the meeting and mounted police were called to restore order.  She repeated a quote from Councillor Brett: “We are incredibly proud of Enfield’s role in the suffragette movement which had been a strong centre for activity”.  It was one hundred years ago, that women got the vote - at the age of 30 and a further 10 years later before it was 21, the same as men.  The Mayor had been moved when members of the Enfield Youth Parliament had given speeches on the importance of voting from a young persons’ perspective.  She thanked Councillors Brett and Lappage for organising and running the event.

The Mayor’s charity work was progressing and she said that she would be very busy this year with the many events planned.

The next event the Mayors Quiz Night would be taking place at Forty Hall on the 16th March 2018 at 7pm.  She asked members to put the date in their diaries.

The Mayor said that she was very lucky to be part of the team with Hayes Reese Macmillan rep and the Deputy Mayor, Councillor Jiagge who have been and are still happy to continue to work with me for the next three months on future charity fundraising events.

And finally, she said that the members might have heard that she had visited Wigan Council that week and had met the Mayor of Wigan (a Manchester City supporter).  She reminded members that Wigan was her old home town and said that she had been delighted to watch the game where Wigan won 1-0 against Manchester City (again, the same result as when they won the FA cup).

Enfield Town Football Club, now her real home team, was holding a “Women at the Game” match on Saturday the 10th March 2018, free for women, to celebrate International Women’s Day (8th March 2018).  The Mayor invited everyone to come along, to join the club, who would be playing Lowestoft Town FC, at home at the QE2 stadium.

Meeting: 31/01/2018 - Council (Item 3)

Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor welcomed councillors and members of the public to the first Council meeting of 2018, took the opportunity of wishing everyone a very Happy New Year and trusted that they all had an enjoyable and peaceful Christmas.

1.       Past Engagements

The Mayor said that she and the deputy mayor, Councillor Doris Jiagge, had attended many mayoral events since the last Council meeting.  Enfield’s festive celebrations had been musical and vibrant.

The Mayor had enjoyed the carol services and performances by the children at various schools and local Enfield choirs.

Her favourite event had been the outstanding London New Year’s Day parade in Central London where Enfield’s St Monica’s players had performed on the float, and won a place in the competition.  This had also resulted in a £2,000 donation to the Mayor’s charity.

December 2017, had been the 100th anniversary of the awarding of the Victoria Cross to two First World War soldiers from Enfield. To commemorate their valiant and courageous acts of pure selflessness, for the good of their Country, a stone was laid in the road where they were born, allowing their memory to live on forever.

This month the Mayor had opened the Nutrition Station at Enfield Chase Station.

Two weeks ago, at the Enfield Town Football Club, as part of the focus on healthy eating in schools and workplaces, the Mayor had attended and launched the “Sugar Smart” campaign, part of the national Sugar Smart UK and Enfield Councils Healthy Enfield Campaign.  The aim of which was to encourage local organisations to promote healthier, lower sugar alternatives and help make the borough healthier.  The Mayor thanked Councillor Fonyonga for launching this and supporting the fantastic work of the public health team.

The Mayor had been working with the “All People, All Places Charity” at All Saints Church Edmonton, one of their seven homeless shelters in Enfield (a shelter providing 12 beds, as well as food and support, and help to get homeless people into work and to find a permanent home). She had spent a Sunday night at the shelter and been touched by the great work of the organisation, which had also been named as one of her charity recipients.

On Thursday 25th January 2018, it had been her great pleasure to receive the Deputy Mayor of Hargeisa, the capital of Somaliland. She had been honoured to receive a dignitary from such a long way away and thanked Councillor Abdullahi for arranging this visit from his home town.

2.       The Mayor’s Charity

The Mayor said that they would be busy with her charity work this year with many events planned. She was very grateful to Hayes Rees, Macmillan charity volunteer, who worked tirelessly for the Enfield Cares/Care in the Community Charity.  This week he was organising a World Cancer Day cake sale in the Mayors Parlour, this Friday 2nd February 2018 at 10am to 4pm.  The Mayor asked as many members as possible to come and support the event to help raise money for  ...  view the full minutes text for item 3

Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor welcomed everyone to the meeting and introduced the new Director of Law and Governance, Jeremy Chambers.

1.               Tributes to Former Councillors

The Mayor paid tribute and offered condolences to the families of Councillor Turgut Esendagli and John Boast, Freeman of the Borough and former councillor who had both recently passed away.

Councillor Taylor paid tribute to Turgut Esendagli, a man he had known well who had been taken far too young.  He knew that if he had been in better health he would have done much more, but not withstanding this, he had been a respected, dedicated and hard-working ward councillor for Enfield Highway.  He had also had a passion for football working for, amongst others, Crawley Borough, Essex Town as chair, and as coach for the Turkish national team.

Councillor Taylor also paid tribute to John Boast whom he had known longer and who had been on the Council intermittently since 1964, when it was first formed.  He had last seen him earlier this summer when his cancer had seemed to be in remission.

John Boast had lately served as the ward councillor for Turkey Street and had been very active on the Licensing Committee and as Chairman of the North London Waste Authority.  He was hard-working, dedicated and methodical – meticulously even planning his own funeral – a councillor for whom Councillor Taylor had had great respect.  Councillor Taylor expressed his condolences to John Boast’s friends and family for their deep loss.

Councillor Laban paid tribute to John Boast who had been a family friend and also a friend to many in the local conservative party.  John Boast, who had been involved in Enfield since the Council was first established, had given his life to making Enfield a better place and lots of time to the Enfield Conservative Group.  She expressed thanks for the work that he had done.

Councillor Celebi offered her condolences to John Boast’s family and friends.  She also paid tribute to Turgut Esendagli whom she had known for many years, mainly because of his activities with the large Turkish football community, with which her own husband had also been involved.   Turgut had given much of his life to the benefit of footballers.  Waltham Forest Football Club had lost a great mentor.  He would be much missed by the community and she offered her condolences to his wife and young family.

One minutes silence was held in honour of both men.

2.               Engagements since the last Council meeting

The Mayor reported that she had been very busy since the last meeting, attending over 44 engagements in November alone.  She thanked her deputy Councillor Doris Jiagge for her continued to support in covering engagements on her behalf.  She felt that without her deputy, the Mayoral office would not have been able to accept so many engagements.

The main events since the last meeting  included:

·       Citizenship ceremonies at which she was honoured to be present.

·       Enfield Vision Focus Day – the Mayor had been  ...  view the full minutes text for item 3

·         Livestock Music Festival on 29 July 2017 – a great success.

·         Launch of the Camden Brewery in Enfield

·         Bangla Mela – an exciting event

·         Enfield Town Football Club – The Mayor said that she was a keen supporter of the club and tried to get to as many home games as possible.  That night Enfield Town had been playing against Hanwell Town in an FA Cup game.  The Mayor regretted that she was not able to attend.

·         Masta Plasta Event – presenting the Queen’s Award for Enterprise at Broomfield Park.  The Mayor expressed delight that such excellent work was being produced in the borough.

In September the Mayor also visited Gladbeck, Enfield’s twin town in Germany, with Councillor Eric Jukes and Paul Everitt, Arts and Culture Manager.  The Mayor said that it was an interesting experience and she was hopeful that some mutual joint working could be achieved for the future.

Meeting: 19/07/2017 - Council (Item 3)

Mayor's Announcements in Connection with the Ordinary Business of the Council

Minutes:

The Mayor welcomed everyone to the second Council meeting of the summer.

1.               Condolences to Grenfell Tower Survivors

The Mayor began by offering her sincere, heartfelt condolences and sympathy to the friends and family of people who had lost their lives in the Grenfell Tower tragedy; her sympathy for the turmoil they were going through as the authorities tried to make sense of what had happened on that fateful June evening.

The Mayor thanked the members of staff here in Enfield for their continued work with the Royal Borough of Kensington and Chelsea and for their efforts to secure new homes for those affected, those who were in distress, without a place to live.

2.               Engagements since the last meeting

The Mayor said that, since the last Council meeting, she had been busy with her mayoral duties and had met some exceptional members of the community.

The Mayor highlighted the following from her engagements of the past month.

17th June 2017 – The Mayor had attended a Family Fun Day celebrating Carers Week.  Caring was the theme for this year’s Mayor’s charity.  The Mayor said that the work being done by carers was remarkable.

18th June 2017 - The 75th Anniversary of “Operation Squabble” at Christ Church in Southgate.  The Mayor said that she found it interesting to attend the event, commemorating the actions of the British pilot, Alfred “Ken” Gatward, a Southgate resident, who on 2 June 1942 had flown over occupied France and dropped a Tricolore (French Flag) on top of the Arc De Triomphe, in one of the most daring, but not forgotten acts of precision flying in World War 2.  A replica flag, which now hangs in Christ Church, was presented by representatives of the French Government at a special ceremony in Broomfield Park on 28th July 1949.  It has hung in the church ever since.  Ken’s act of defiance against the occupying forces is now seen as an important symbol of comradeship between the UK and France.

19th June 2017 – The Mayor met 20 National Management Graduate Trainees in the Parlour for lunch during their day of interviews.  Following the event she wished them all great success in their future roles.

21st June 2017 - The Mayor attended the House of Commons for the 4th Atul Pathak Community Awards Ceremony and was delighted to see that an Enfield based community group won an award.

23rd June 2017 the Mayor attended the MAD Charity Cricket Match, which she found very enjoyable.

The Mayor attended the African Caribbean Asian Women in Politics Gala Dinner, run by a previous Mayor, now Dr Kate Anolue, who was recently awarded a Doctorate by a Nigerian university.

She also attended a number of events on the Armed Forces Celebration Day.

27th June 2017 - The Mayor attended the official opening, alongside Prince Andrew, of the Meridian Angel Primary - a new  ...  view the full minutes text for item 3
