It seems a long time since we last met in person.

As you can imaging during the lockdown things have been very different, at first many meetings were cancelled, then as the realisation dawned that this was a long-term thing more and more meetings have become virtual. Here are a few.

On 12^th Feb the Chair attended the meeting with Superintendent Chris Jones at Wood Green Custody Suite where I met with several of the Harringay Ward Panel Chairs. As a result, I invited them to our next meeting. I will renew that invite when we are able to meet again in person and social distancing rules allow.

Unfortunately, a further meeting between Chris Jones and the two Chairs in North Area on 14^th May was cancelled due to an incident the night before. This will be rescheduled in the future.

On 14^th March just before the lockdown, Chase Ward members and DWO’s accompanied by Police Cadets carried out a weapon sweep on a local estate. This was well received by the residents and several weapons were recovered and useful intelligence received by the police of activity on the estate. Unfortunately, all press coverage was lost in the Covid messages.

The 2^nd June saw the SSCB hold its meeting on Teams and on 14^th July the LCP² on Zoom. There was also a painfully long telephone meeting with all the SNB chairs and MOPAC during this time.

The main item on the agenda today is the updating of our constitution, as you can see this has involved many, many emails between Sue and myself and the version we are presenting here today version 9! The chair thanked Sue for her perseverance in this process.

As this was to have been our Annual General Meeting, we should also have been electing some of the officers, this has been delayed until we are able to meet in person or at least know how many are able to attend a Teams meeting.

The grant funding for last year has been signed off and groups received their second round of funding.

This year’s grant submissions for this financial year were:

1.    ‘I Feel Good’ by ECYPS - £5,000

Working together with a range of partner agencies, we will run bi-monthly ‘I Feel Good’ sessions focussed on target groups of young people who are at risk of:

Ø  becoming involved with local gangs as a result of deprivation and / or disability

Ø  being subjected to FGM

Ø  being recruited to anti-social activity as a result of being newly arrived in Enfield – especially if they come from refugee or asylum-seeking background and from communities that have experienced exploitation, trafficking in coming to this country

Ø  hate crime as a result of identifying as LGBT

Ø  engagement in anti-social activity as a result of not being in school, education or training

The minutes of the meeting 16 January 2020 were agreed.

Examination of crime statistics received:

·         Current and planned police operations

·         Confidence and satisfaction

·         Target establishment on CAPE’s (including staff changes, vacant posts, anticipated timelines for replacement, etc)

·         Ward-based stats

·         Response Times, both I & S calls in Enfield and Haringey

Superintendent Chris Jones recorded his thanks for that work that Cllr Bond had done in the borough over the years and sent his best wishes to his family.

Superintendent Jones was very pleased to attend this meeting and provide updates. He hoped that in future CAPE meetings could also be held virtually. He went on to highlight the following:

·         There have been 2 homicides since the board last met. On the 17^th July police were called to North Middlesex University Hospital where a male was admitted with stab wounds and later died. This is an ongoing investigation and subject to court proceedings, but 3 suspects have been charged with murder and conspiracy to commit burglary. On the 14^th May a young male was shot in the head in Hertford Road, EN3. Again 3 suspects have been charged and are awaiting trial.

·         A brief overview on how COVID 19 has shaped policing was provided. This has been uncomfortable to police, but officers have tried to engage and explain the rules with enforcement being the very last option. There have been only 35 incidents of enforcement across the whole of the MPS (Metropolitan Police Service).

·         Covid has created lots of tensions in the community with lost jobs and income. Every family is affected in some way with issues such as elderly parents, children at home, financial, childcare and health worries

·         Black Lives Matter has caused difficulties for police relations. There are tensions with demonstrations and with unlicensed music events

·         Operation Hampshire is where police officers are assaulted on duty, and incidents are investigated, and charges made if necessary. Across the whole of the MPS between July 19 and June 20 there were 6670 victims which is a 24% increase on the previous 12 months and 42% of these cases involved actual physical injury. Across the Met there were 606 assaults this April, 688 this May and 791 this June.

·         Tasers have been deployed across both Enfield and Haringey on 24 occasions between April 19 and March 20. The taser has only been fired in 6% of the times that it has been aimed at a suspect. This is one of the lowest usages across the BCU’s (Basic Command Units) in London.

·         The key issues were detailed on page 10 of the agenda. Knife Crime and knife point robbery remains a concern. There are comprehensive plans around this issue, this covers the schools as well. The police will be working with Headteachers and Safeguarding leads on how young people can be protected from robbery travelling to and from school.

·         Enfield suffers high levels of burglary. There has been a shift since Covid from residential to commercial/ non-residential burglary.

·         Lethal barrelled discharges have increased across Enfield and Haringey by 27% whereas the MPS as a whole has seen a decrease of 27%. The red indicates insertions and the deletions are indicated by a line through them.

The Chair presented the revised Constitution and highlighted the main changes:

·         Information had been deleted where this relates to previous structures and is no longer relevant

·         Removed areas that no longer exist such as Clusters and Independent Custody Visitors (as no custody suites in Enfield)

·         All CAPE chairs will have a vote in future and meetings can be held virtually as needed

The revised constitution was agreed by the Board
